Parfait Ishungure

Parfait Ishungure is a Ph.D. candidate at Université Paris Nanterre, specializing in Data Protection and Privacy. A graduate of the former École Nationale d’Administration (ENA, now INSP) in France, Parfait holds Master’s degrees in Telecommunications Engineering (focused on New Generation Mobile Networks), Master’s degree in International Law, and Master’s degree in International Relations and European Public Affairs, Parfait brings extensive expertise in governance, international cooperation, and technological advancement.

Professionally, Parfait has served in prominent roles across Africa and Europe, including positions at Rwanda’s Ministry of Foreign Affairs and Cooperation, Huawei Technologies, and the Agence Universitaire de la Francophonie in Morocco.
